Springfield Catholic Athletic Association
Revised Bylaws & Policies, August 2002
- The name of the organization is the Springfield Catholic Athletic
Association (SCAA).
- The Springfield Catholic Athletic Association is an affiliation of the
Catholic Elementary Schools of the cities of Springfield and Taylorville and
Sangamon County. A school must agree to abide by the Bylaws, Rules and
Policies of the Diocese of Springfield in Illinois and the Illinois
Elementary School Association to be a member. Schools who violate
these rules and policies will be sanctioned by the SCAA Board. Serious
violations, as determined by the SCAA Board, may result in the dissolution
of affiliation.
- Membership of the Board
A. The affairs of the SCAA are managed by a Board which is composed
of:
1. one (1) principal from each of the Springfield area member
schools;
2. one (1) priest from a participating parish;
3. one (1) or two (2) SCAA athletic director(s);
4. one (1) representative (preferably the athletic director) from each
participating school;
B. The Board will be formally established annually and will be formed on
the third Thursday of August. It will be the responsibility of the
priest of the participating schools/parishes to name his replacement to the
Board. All principals from member schools are expected to serve on the
Board. The school representatives will be selected by their respective
principals.
C. The Board shall meet at 4:30 p.m. on the third Thursday of each
month.
- Officers of the Board
- The Officers of the Board shall consist of a Chair/Co-Chair, Secretary
(if s/he is a Board member), and Treasurer(s). The Chair/Co-Chair
shall be a designated Springfield Area Principal(s). The Treasurer(s)
shall be from among the principals. The Secretary may be a member or
a non-member of the Board.
- The Chair/Co-Chair of the Board shall:
- conduct all business of the Board.
- serve as the official contact person for all Board business.
- provide an agenda prior to each Board meeting for each Board member.
- has the power to request any special/additional meetings as needed.
- act as a liaison between "The Gym" and the S.C.A.A. Board on matters
pertaining to 7th & 8th grade girls and boys basketball and 6th, 7th, &
8th girls volleyball leagues.
- The Secretary shall:
- prepare the minutes.
- disburse minutes to each Board member.
- be responsible for all correspondence of the Board.
- The Treasurer shall:
- be responsible for all the finances of the Board.
- give a report at each Board meeting.
- be the financial contact person for all league coordinators.
- keep accurate, verifiable records.
- sign the SCAA checks.
- Each Co-Chairman shall serve a two-year term, with one new co-chairman
appointed each year. NOTE: There will be two new co-chairman
for the 2000-2001 school year. One principal will serve for one year
and one principal will serve for two years.
- The new co-chairman shall prepare and mail the agenda for the monthly
meetings.
- The returning co-chairman shall conduct the meetings.
- The co-chairman shall consult each other before making any decisions.
- Decisions of the Board
- When voting, a quorum shall consist of three quarters of the voting
members. For the purpose of transacting official business, it shall
be necessary that a quorum be present.
- A two-third majority will pass any measure. In decision making
areas, the Board shall strive for consensus.
- Responsibilities of the Board
It shall be the responsibility of the Board to:
- distribute and enforce the rules of the Diocese of Springfield in
Illinois and the S.C.A.A.;
- approve the schedule of games, officials, and facilities for Association
play;
- determine fees for each team;
- serve as the principle interpreter of rules and regulations, as the
final recourse in the arbitration of disputes;
- coordinate the meetings for the various leagues so that league
coordinators can be selected;
- provide liaison and communication with the high schools, parishes,
principals, and coordinators;
- appoint a SCAA Athletic Director as approved by the principals;
- provide a coaches' training clinic for volleyball and basketball which
includes OSHA regulations.
- set a monetary payment to league coordinators each year.
- Duties and Responsibilities of Each Participating Parish
It shall be the responsibility of each participating parish to:
- abide by the Diocesan educational policies and Association rules and
regulations;
- require all volunteers to sign a Child Abuse Statement and Statements of
Certification and Authorization;
- assume all responsibilities for liability for property damage by
participants who are members of teams sponsored by their parish;
- meet responsibilities of participant eligibility requirements;
- pay required fees to Association by the published date;
- assure that parents assume responsibility for accidents and injuries
incurred by the children;
- require that parents assume responsibility for providing insurance
coverage for their children in case of accidents and/or injuries;
- require that all students participating in the athletic programs provide
proof of a current physical to their respective coaches.
- provide athletic event passes for S.C.A.A. school priests, principal,
staff, and S.C.A.A. coaches to attend S.C.A.A. games free of charge.
- Responsibilities of the SCAA Athletic Director(s)
The SCAA Athletic Director(s) shall:
- administer all bylaws, policies, rules and regulations of the Diocese of
Springfield in Illinois and the S.C.A.A.;
- provide rules and regulations for coaches;
- obtain facilities for game/match play;
- schedule games/matches and league play;
- provide a tentative schedule of games/matches to the designated
principal(s) so that approval or revisions can be made;
- schedule officials or appoint an assistant to do so;
- schedule admission workers;
- schedule/verify with host school the official timekeeper and
scorekeeper;
- provide the SCAA treasurer with a payroll report;
- supply the Springfield Catholic Association Board with names, addresses
and phone numbers of coaches and league officials;
- procure and care for all league equipment and give an account of same at
the end of the school year;
- advise school(s) of their standings;
- maintain a record of team rosters from all participating teams and
distribute rosters to league coordinators;
- organize the All-Star game/match for the eighth grade boys and girls
teams;
- coordinate a yearly coaches clinic with the SCAA chairperson;
- oversee all approved All-Star game/match activities for the eighth grade
girls and boys teams;
- consult with the SCAA chairperson/co-chair to determine play in case of
inclement weather;
- upon notification by a league coordinator(s), the SCAA Athletic
Director(s) will notify the appropriate school when there is a technical
foul call or an ejection of a coach or player;
- Amendment to SCAA Bylaws
The SCAA Bylaws will be in effect for the period of one (1) year without
change. Consideration for change must be presented to all board members
in writing.
Any amendment to the SCAA Bylaws, Rules, and Policies shall only be
permitted if authorization by the SCAA Board.
Section 1. GENERAL RULES APPLICABLE TO LEAGUES
Statement of Purpose
The purposes of school-sponsored athletic programs are to teach the skills of games, to
foster healthy exercise, to teach fair play, and to give enjoyment to students. Athletic
programs which deny to certain students these opportunities, or that exert undue pressures
on students, are inconsistent with these purposes.
School-sponsored athletic programs are part of the school curriculum and are subject to
policies of the pastor and board as well as to the general administrative responsibilities
of the principal of the school. (Excerpted from Diocesan Policy. Section 5561,

The SCAA oversees the following sports:
Girls Basketball, grades 5 -6
Girls' Basketball, grades 7-8
Boys Basketball, grades 5 - 6
Boys' Basketball, grades 7-8
Girls Volleyball, grades 7 - 8
Each school will decide locally whether they wish to join the IESA, in addition to the
SCAA. A team playing in the SCAA league may not participate in the IESA
state tournament series.
Communication Policy
Any individual with concerns relating to the Springfield Catholic Athletic
Association must first take those concerns to the appropriate person(s) at
his/her school. If further discussion or action is necessary, the
principal or the athletic director of the local school will contact the
co-chairmen of the SCAA.
General Eligibility
A student who is in the fifth, sixth, seventh or eighth grade of his/her parishs
school may play on his/her grade levels sports team. A student may play on a school
sports team one grade level above his/her grade level only if there is an insufficient
number of players at that grade level to field a team. (This exception must be approved by
the principal.)
A student may play on ONLY ONE team in the same sport for his/her school.
At the seventh and eighth grade level, schools may combine same grade level
teams to play games outside of SCAA.
A team roster, listing name, birthday, and grade, and uniform number of each
player must be filed with the respective League Coordinator(s). Rosters must be submitted to the athletic director prior to playing of the
first league game or match. Teams whose initial rosters are not filed by that day will
forfeit all future games/matches until the roster is filed. The
Athletic Director will submit all league rosters to the league coordinators.
A roster change must be submitted to the athletic director.
No student shall be permitted to compete in a tryout, practice or game until she/he shall
have filed with his/her principal (1) written approval of a parent or legal guardian, (2)
a certificate of physical fitness issued by a licensed physician not more than one year
preceding such tryout, practice or contest in any athletic activity, and (3) proof of
current insurance coverage.
No student shall be allowed to participate following disabling illness or injury without a
physicians release.
A student will be declared ineligible to play and/or practice if s/he does not meet the
requirements above; or, s/he fails to uphold the academic polices of his/her school.
Division of Players for Teams
5th through 8th Grade:
If a school has enough players to field two(2) or more teams at the same
grade level, these teams are to be split so that they are as
evenly matched in ability and skill as possible.
If numbers warrant, a school may combine players from different grades to
form a team. (Ordinarily, students play at the highest grade level unless
special circumstances warrant board approval for play at the lower grade
level). (4.0443 I.E.S.A.)
Individual Playing Time
All players who attend practice, practice within the guidelines established
by the Diocese, the respective schools and coaches, and are otherwise eligible
to play, shall play in league games on a reasonable but more than minimal
basis. Effort must be made to give each team member a significant amount
of playing time.
Forfeitures
A forfeiture can occur from the failure to file a roster of team members in a timely
manner, the use of an ineligible participant, a violation of SCAA policy, or the inability
to properly field a team of players. (See player and substitution rules for volleyball and
basketball.) If both teams fail to field the proper number of players, both forfeit and
each incurs a loss.
*The use of any ineligible participant in any game/match shall make the forfeiture of the
game/match automatic and mandatory if won by the offending school.
Games/matches in process when a serious violation is discovered will continue to its
completion and be declared a forfeiture at that time, if warranted. The decision of a
forfeit shall be the responsibility of the SCAA Athletic Director(s) or the league
coordinator(s). If a person of authority is not available at the site, the results of the
game/match my be held under "protest" until the situation is reviewed.
Forfeitures of two (2) games or matches will be cause for dismissal from the league for
the balance of the season, subject only to review by the SCAA Board.
Unsportsmanlike Conduct
Unsportsmanlike conduct is defined as the following:
Fighting, verbal abuse/dissent
directed toward an official or opponent, racial or ethnic slurs, profanity/obscene
gestures, flagrant/violent fouls, taunting/trash talking/baiting, cheating,
throwing/abusing equipment, physical intimidation or abuse of an official or opponent, and
unauthorized leaving of the team bench. (5.120 I.E.S.A.)
A coach who is ineligible for a contest due to a suspension for
unsportsmanlike conduct may not travel with the team to the contest or
attend the contest. (5.120 I.E.S.A.)
A player or coach ejected from a "7th" grade contest may not play
or coach in the 8th grade contest scheduled on the same evening.
Futhermore, whenever the next 7th grade and 8th grade games are scheduled, the
player or coach would have to sit out the 7th grade contest but would be
eligible for that evening's 8th grade contest. (5.120 I.E.S.A.)
Any player, coach or bench personnel ejected from a game for unsportsmanlike
conduct shall be ineligible for the next SCAA game/match played by his/her team.
Team Practice
Teams may begin practicing no earlier than the date listed in the table below.

League Entry
An entry fee to be used for official games and match-related salaries and
supplies will be paid by each team. The fee for each sports team will be
$200. This is to be paid prior to the first weekend of league play.
Checks should be made payable to the Springfield Athletic Association and sent
to the SCAA Treasurer(s).
A penalty fee of $50 will be assessed for teams added after the deadline.
Number Of Games
No basketball team representing a member school shall in any one season
participate in more than:
a) 18 games and no tournament; or
b) 16 games and 1 tournament; or
c) 14 games and 2
tournaments. (4.0421 I.E.S.A.)
No volleyball team representing a member school shall in any one season
participate in more than:
a) 18 matches and no tournament; or
b) 16 matches and 1 tournament; or
c) 14 matches and 2
tournaments. (4.0621 I.E.S.A.)
End of the season SCAA league playoff games/matches do not count in this
total.
Basketball League Standings
League standings will be based on a percentage rating of each team's win-loss record of
games.
Volleyball Standings
Volleyball standings will be base on a percentage rating of each team's
win-loss record of matches.
Schedule Of Games
It is Diocesan policy that schedules must be approved by the principals. To be included in
the scheduling of games, each school must submit the number of teams playing in each
league to the SCAA Athletic Director by the established deadline.
Each principal must also submit a schedule of any conflicting events
to the SCAA Athletic Director(s) at the August SCAA meeting.
The SCAA Athletic Director(s) is responsible for utilizing the information provided by each
school and submitting a tentative league schedule to the Principal Chairperson/Co-Chair
for review.
All suggestions and/or revisions are made in consultation with the SCAA Athletic
Director(s).
Any requests for changes after the schedule is approved by the principals will not be
considered without the approval of the SCAA Board.
A final schedule will be given by the SCAA Athletic Director(s) to the principal of each
school as soon as it is available. The principals are
responsible for circulating the schedule to the individual coaches.
Schedules will be made without regard to more than one team at any one school.
**The SCAA schedule of games takes precedence over an IESA game.
Tournaments
The SCAA will host a conference tournament at the conclusion of regular league
play for all grade levels.
Tournament seedings will be based on the league standings at the end of the season. (See
appendix A for a diagram of tournament brackets.)
In case of a tie, comparative records will be used to determine the seedings. The
following comparisons will be used to determine placement:
the number of basketball games or volleyball matches, won or
lost;
the number of basketball games or volleyball matches won or
lost head-to-head between those two teams with an identical record;
in volleyball, the point difference in the
aforementioned matches in (b), head-to-head, between those two teams with an identical
record;
a flip of the coin.
In volleyball, matches will have a 60 minute time limit unless playing a third
decisive game. During the finals, there is no time limit for the match.
The combination of entire teams will be allowed if needed, to field a team(s) for holiday
tournaments.
Trophy Plates and Individual Team Member Medals
The SCAA Athletic Director(s) will advise teams who are first and second place in regular league
play, and first, second, third and fourth place in the tournament.
The SCAA Board will provide medals to individual team members. Assuming
that all games are played, these will be awarded for:
--- 1st, 2nd place in the league
--- 1st, 2nd, 3rd, and 4th place in the tournament
Eighth Grade All-Star Game/Match
Procedure for the All-Star Game/Match follows:
*Two players will be selected by their team mates, supervised by their coaches,
approved by the local athletic director and principal.
*For the basketball All-Star activities, the coach from each school may choose two
(2) players to participate in the free throw contest and two (2) players in the 3-point
contest. These players may or may not be the players chosen as the All-Star game
participants and must be approved by the local athletic director and principal.
*For the volleyball All-Star activities, the coach from each school may
choose two (2) players to participate in the serving contest and two (2) players
in the set/spike contest. These players may or may not be the players
chosen as the All-Star match participants and must be approved by the local
athletic director and principal.
*SCAA Athletic Director(s) are responsible for scheduling the site of the
games/match.
*The players selected will be divided by lottery into two separate All-Star teams.
Each school will be equally represented on each All-Star team.
*The eighth grade coaches of the first and second place teams will coach the two All-Star teams. If unavailable, the
SCAA Athletic Director(s) will contact the 8th grade coaches in descending league standing order until two coaches are available.
*Practice will be held at the facilities of the selected coaches.
*The All-Star Game/Match will be played within one month of league tournament
play.
Cancellations
Cancellations of games/matches due to weather conditions will be made by the SCAA
Chairperson/Co-Chair and the Athletic Director(s). The Athletic Director(s) will notify
the League Coordinator(s). The League Coordinator will contact each teams coach
prior to the start of that days games/matches.
Use Of Dressing Rooms
Players should not enter dressing rooms until the fourth quarter of the basketball game or
the last game in the volleyball match prior to theirs to change clothes. An adult must be
present when teams are in the dressing room.
Fees
Admission
The following admission fees will be charged for all non-players:
Adult - $ 2.00
Child - $ 1.00
Coaches - No Charge
Priest - No Charge
Principals - No Charge
Officials
The league will provide officials, score keepers, and timers for each game/match as
outlined below. The League Coordinator holds the score book.

Referees --- 2 Referees @ $20.00 per game
Scorekeeper --- 1 scorekeeper @ $6.00
Timekeeper --- 1 timekeeper @ $6.00
League --- 6th Grade Basketball
Referees --- 2 Referees @ $20.00 per game
Scorekeeper --- 1 scorekeeper @ $6.00
Timekeeper --- 1 timekeeper @ $6.00
The league will pay a referee one and one-half times the regular rate ($30.00) if she/he
must officiate the game by him/herself.
Uniforms
Basketball
1. Team shirts, and undershirts if worn, shall be of the
same solid color front and back. Undershirts shall be similar in color to
the shirt and shall not have frayed or ragged edges. If the undershirt has
sleeves, they shall be the same length.
The American flag may be worn on
the shirt provided it does not exceed 2 x 3 inches and does not interfere with
the visibility of the player's number.
Decorations such as mascots,
stars, commemorative, memorial or recognition patches, insignias or logos are
not permitted on the undershirt, but are permitted in the 4-inch side insert of
the shirt. A visible manufacturer's logo/trademark is not permitted on the
undershirt.
The only other shirt decorations
permitted are: (a) Side inserts or trim of any color(s) centered vertically
below the arm pit and not to exceed 4 inches in width (2 inches on each side of
the seam); (b) trim not to exceed 1 inch around the neck and arm openings; and
(c) a waist opening band of any color(s) not to exceed 4 inches in width, and
located at least 4 inches below the bottom of the number or below the bottom of
the name or abbreviation of the name if it appears under the number.
2. No more that two identifying name(s) or abbreviation(s)
of the name(s) may be placed on either side, or on both, the front and back of
the shirt. The name(s) must conform to the following: (a) it identifies
the school, the school nickname or mascot, or the player's name; (b) placement
is either vertical and/or horizontal; (c) if horizontal, the lettering may be
arched, but the first and last letters must be in the same horizontal plane; (d)
tails above or below the lettering are not permitted; and (e) placement must be
such that the number(s) is clearly visible.
3. Each player shall be numbered on the front and back of
the shirt with plain Arabic numerals.
(a) The following numbers are legal:
0,1,2,3,4,5,00,10,11,12,13,14,15,20,21,22,23,24,25,30,31,32,
33,34,35,40,41,42,43,44,45,50,51,52,53,54,55. (Any jersey manufactured for use
prior to the 2000-2001 season will remain legal until 2005-06 school year.)
(b) The number shall be at least 6 inches
high on the back and at least 4 inches high on the front and not less than 1/2
inch in width excluding the border(s).
(c) Not more than three colors may be
used. The style of the number must be clearly visible and conform to one
of the following: (1) A solid contrasting color with not more than two
solid color/-inch borders around the entire number. If the shirt colors is
used as a border, it must be counted as one of the allowed colors. (2) The
shirt color itself when bordered with not more than two/-inch solid border(s)
contrasting with the shirt color. (3) A solid contrasting color with a
"shadow" trim of a contrasting color on part of the number not to
exceed 1/2 inch in width. The shadow trim may only be used in place of the
/-inch border(s).
(d) The number(s) on the front and back of
the shirt shall be the same color and style. Question - (1) - If
contesting teams have uniforms of the same color, what shall be done? Answer
- If possible, each team should have two sets of uniforms, one of light color
and the other dark. The light color is for home games. The team
which violates this policy should change. If there is doubt, the officials
should request the home team to change; on a neutral floor the officials
decide. Question - (2) What is the penalty for wearing an
illegal number or a shirt with diagonal or tailed lettering? Answer
- The penalty is a technical foul for each designated starter, and for each
substitute who enters the game, and the infraction is discovered before the ball
becomes live. Each illegal-shirt infraction may be penalized only one
time.
4. A player's shirt designed to be worn inside the pants
shall be tucked inside the pants and the pants shall be above the hips and worn
properly. A player not conforming to this uniform policy shall be directed
to leave the game.
5. The referee shall not permit any player to wear
equipment or apparel which, in his/her judgement, is dangerous or confusing to
other players or is not appropriate. Examples of illegal items include,
but are not limited to: (a) a guard, cast or brace made of hard and unyielding
leather, plaster, pliable (soft) plastic, metal or any other hard substance -
even though covered with soft padding-when worn on the elbow, hand finger, wrist
or forearm; (b) head decorations, headwear and jewelry; (c) equipment which is
unnatural and designed to increase a player's height or reach or to gain an
advantage; (d) an illegal undershirt; and (e) an undergarment or tights which
extend below the pants.

Volleyball
Volleyball kneepads are required by all
participants (S.C.A.A. Rule)
1. A guard, cast or brace made of hard and unyielding leather,
plaster, pliable (soft) plastic, metal or any other hard substance, even though
padded, is not permitted on the finger, hand, wrist or forearm.
2. Supports/braces are permitted on other parts
of the body (an elbow brace shall not extend more than halfway down the forearm)
if in the judgment of the referee, they are not considered dangerous. The
referee shall, however, require a support/brace to be covered or padded if a
sharp edge or point is exposed.
3. Artificial limbs are permitted when they are: (a) no more
dangerous than the corresponding human limb, or (b) adequately padded. A
letter of permission from the state association must be made available to the
officials.
4. Any equipment that in the judgment of the referee
increases a player's advantage or presents a safety concern (e.g., towel tucked
in uniform waistband) is prohibited.
5. Hair devices made of soft material may be worn to
control the hair. Hair adornment made of soft material and no more than 2
inches wide may be worn.
6. Players shall not wear jewelry with the exception of
religious or medical medals. If such medals are worn, they shall be taped
to the body under the uniform.
7. All players on a team shall wear like-colored uniforms
consisting of shirts and shorts, pants, or skirts, in one or two pieces.
The uniform also may include compression shorts which are unadorned and of a
single color similar to the predominant color of the uniform bottom.
8. Each player shall be identified by a number on the
uniform top which is not a duplicate of a teammate's number.
9. The number shall be: (a) permanent and clearly visible;
(b) not more than two digits; (c) plain, Arabic numeral of a solid color
contrasting with the color of the uniform top. It shall not be less than
3/4 inches in width. It may have a single, contrasting border or shadow
not to exceed 1/2 inch in width; (d) located on the upper front and back of the
uniform top; (e) at least 4 inches high on the front of the top and at least 6
inches high on the back of the top; (f) placed so the top of the number on the
front of the uniform is no more than 5 inches down from the shoulder seam.
It is recommended that a 2-inch
number be placed on each sleeve near the shoulder seam.
10. If a visible number is worn on the uniform bottom, it
shall be the same number as on the uniform top.
11. Appropriate playing shoes shall be worn.
12. If undergarments such as t-shirts, body suits, sports
bras, etc. are worn in such a manner that they are exposed, they shall be of a
single color similar to the predominant color of the uniform top.
13. Players shall not wear undergarments or tights which
extend below the uniform bottom.
14. A single partial/whole manufacturer's logo/trademark
(no more than 2 1/4 square inches with no dimension more than 2 1/4 inches)
and/or one American flag (no more than 2 inches x 3 inches in size) is permitted
on each piece of the uniform provided placement does not interfere with the
visibility of the player's number.

Section 2. RESPONSIBILITIES
League Coordinator:
There shall be a League Coordinator(s) for each sport in each grade.
The league coordinator may be a coach or another Board-approved individual.
There will be no league without a League Coordinator(s).
The League Coordinator shall:
A. communicate all needs and concerns with the SCAA Athletic Director(s);
B. collect game book, ball, and Sportsmanship game reports;
C. fax/call in scores of games to SCAA Athletic Director(s) and newspaper;
D. supervise admission workers;
E. act as liaison between the host school and the SCAA Athletic Director(s);
F. act as liaison between the coaches and the SCAA Athletic Director(s);
G. summit the official's worksheet to the Athletic Director(s) weekly;
H. collect and deposit the money for the gate;
I. submit the gate receipts to the S.C.A.A. Treasurer:
J. report technical fouls and ejections to the SCAA Athletic Director(s);
K. declare a forfeit as defined by policies, in the absence of the SCAA Athletic
Director(s).
L. will receive a monetary payment designated by the S.C.A.A. Board each
year.
Host Schools
The SCAA will pay each school which hosts the various leagues $300 per sport per grade to
partially offset expenses incurred.
The Host School shall:
A. provide an adequate facility for play;
B. open and close the gym;
C. coordinate the clean up of the gym;
D. supervise admission workers;
E. supervise fans in "off-limit" areas;
F. call referees if needed
Section 3. LEAGUE SPECIFIC RULES FOR BASKETBALL
Rule # 1 -- Game
Games will consist of four (4) six-minute quarters, with intermission of one-minute after
the first and third quarters, eight (8) minutes between halves and a twelve (12) minute
warm-up period between games.
If the game is tied at the end of regulation play, there will be as many three-minute
overtime periods as are necessary to determine the winner of the game. The clock will be
official IESA timing.
Teams shall be allowed 3 one-minute time outs and 2 twenty-second time outs during a
regulation game.
5th, 6th, 7th, 8th grade girls teams and 5th grade boys teams will use a
women's (28 inches) basketball. 6th, 7th, and 8th grade boys will use a
men's (29 inches) size basketball.
Rule # 2 -- Jump Ball
In all jump ball situations, other than the start of the game and each overtime, the teams
will alternate taking the ball out of bounds.
Rule # 3 -- Defense Procedures
Seventh and eighth grade teams are allowed to press the opposing team throughout the game.
Sixth grade teams are allowed to use a full court press during the second and fourth
quarter and all overtime periods.
Fifth grade teams are allowed to use a full court press during the last three (3) minutes
of each half and all overtime periods.
In both fifth and sixth grades, a team may not press if they have a lead in the second
half of more than fifteen (15) points. If the lead drops below 15 points then the press
can be implemented.
Zone defenses are permitted for all teams.
Rule # 4 -- Free Throws
Free throws for all basketball leagues are awarded if a player is fouled in the act of
shooting, or on and after the seventh (7) team foul (bonus situation.)
Two free throws are awarded on and after the tenth (10) team foul (double bonus).
Rule # 5 -- Field Goals & 3 Point Shot
Two points are awarded for any field goal scored within the three-point line.
In grades six, seven, and eight, three points are awarded for any field goal scored beyond
the three-point line.
The three-point line will be in accord with official basketball regulations.
Rule # 6 -- Player and Substitutions
Each team consists of five (5) players, one of whom is captain. At game time, if a team
only has four (4) players, the game shall be started. If a fifth player is not ready to
play at the start of the second quarter, the team shall forfeit. If a team does not have
four (4) players at game time, a five (5) minute period of time will be allowed before
calling a forfeit. Upon arrival of the fourth player, the game will be started as
stipulated above, provided, of course, she/he appears prior to the forfeiture being
called.
Rule # 7 -- Officials
Two officials will be supplied for each game whenever possible. If no
official can be found for a particular game, that game will be canceled and
rescheduled if possible.
The officials will have complete control of the game.
Rule # 8 -- Final Authority
Unless specified above, the final determination of legal play or rules shall be governed
by the Official IESA Rule book.
Section 4. LEAGUE SPECIFIC RULES FOR VOLLEYBALL
Rule # 1 -- Match Play
For 6th Grade:
The match will have a 45 minute running clock. If the
3rd game is tied when the time limit has expired, the next point will win the
game. If the match is tied at one game a piece when the time expires, an
extra 5 minute running clock will be added and the team ahead at the end of the
5 minute period will win the match.
Since there is a running clock, coaches and players must
hustle at all times and avoid unnecessary delays.
The warm up time will be 4, 4, 3.
For 7th & 8th Grade:
All matches will consist of best of three (3) games, each game played to fifteen (15)
points. If the 3rd game does not decide the match, it will be played to eleven (11) points
if time permits. Each game must be won by two (2) points. Matches will have a sixty (60)
minute time limit unless playing a third decisive game.
The warm up time will be 4, 4, 3.
Rule # 2 -- Player and Substitutions
Each team must field six (6) players, one of whom is captain. At game time, if a team only
has four (4) players, the game shall be started. If a fifth player is not ready to play at
the start of the second game, the team shall forfeit. If a team does not have four players
within fifteen (15) minutes after the referee has declared the start of a game, the team
shall forfeit that game. If the team misses the first two games, the match will be
declared a forfeit.
Rule # 3 -- Officials
There shall be at least one (1) official for the match. The official shall have the
complete jurisdiction over all aspects of the game. The official shall have the power to
warn or disqualify from the game and match any player, coach, substitute or spectator who
commits a gross violation of rules or poor sportsmanship.
The Yellow/Red Card Unsportsmanlike Conduct Procedures will be used at all SCAA volleyball
matches. (See appendix C.)
The league will endeavor to provide other officials such as a down official and
scorekeeper to simplify the officiating of the matches.
Rule # 4 -- Net Height
For 6th Grade:
The net height for this league play shall be six feet eight inches
(6'8").
For 7th & 8th Grades:
The net height for this league play shall be seven feet (7).
Rule # 5 -- Service Line
For 6th Grade:
The service line will be moved in six feet (6') from the normal service line.
Rule # 6 -- Final Authority
Unless specified above, the final determination of legal play or rules shall be governed
by the Official IESA Rule book.
